A Global Gathering in a Unique Context
Marrakech asserts itself as a major stage for international security cooperation by hosting the 93rd General Assembly of Interpol. This annual event, gathering delegations appointed by the governments of all member countries, takes place this year from November 24 to 27, 2025.
With nearly 200 member states expected, the scale of the meeting reinforces its strategic role: defining major guidelines, approving the budget, and voting on significant resolutions governing global police cooperation.
Major Themes on the Agenda
The session addresses several priority issues: dismantling cross-border organized crime networks, combating cybercrime, promoting the ratification of the United Nations Convention on Cybercrime, expanding Interpol's operational capabilities, as well as the role of women in police forces and enhancing the organization's governance.
Among the discussions: How to adapt international mechanisms to increasingly hybrid threats; how to enhance the effectiveness of databases, investigation coordination, and police digital tools; how to ensure better representativeness and transparency within Interpol.
Morocco's Role as Host
As the host country, Morocco highlights its role as a bridge between Africa, the Arab world, and Europe. Holding this assembly in Marrakech underscores the Kingdom's desire to strengthen its position in the field of international security.
The head of the Moroccan delegation, emphasizing the importance of multilateral cooperation, reminded that the Kingdom views security as a “collective good and a shared responsibility.”
A Changing Governance and Upcoming Elections
Beyond strategic discussions, the Assembly will need to elect new members of Interpol's Executive Committee, including the president, whose terms are ending.
This institutional dimension is essential: it conditions the implementation of adopted guidelines and touches on the reform of the organization, particularly regarding transparency, oversight of notice usage, and strengthening safeguards against potential abuses.
Challenges for International Cooperation
The meeting takes place in a context where transnational crime and cyber threats are increasing. Delegations see it as an opportunity to redefine joint action methods, share intelligence more effectively, and improve interoperability between police services. The theme "Uniting Global Police for a Safer World" — or an equivalent — structures the discussions.
Countries like Kenya are sending their highest police officials, illustrating the importance attributed to the event as a platform for dialogue and networking.
Challenges and Perspectives
While the Assembly is an opportunity for major statements, it also faces high expectations: that the resolutions translate into concrete actions, that support for the most fragile countries is strengthened, and that the governance mechanisms of the Organization are reformed to prevent any political or abusive use of police cooperation.
For Morocco, the stakes are twofold: on one hand, to demonstrate its ability to host such a forum and on the other hand, to translate this international dynamic locally into institutional strengthening, training, coordination, and equipment.
